DEMONSTRATION AGAINST 100% FDI in DEFENCE

AIDEF சம்மேளன பிரதிநிதிகள் சந்திப்பு:

 27.05.2014 அன்று புதுதில்லியில் ஹோட்டல் ஜன்பத்தில் அமைந்துள்ள 7-வது ஊதியக்குழுவின் முகாம் அலுவலகத்தில் ஊதியக்குழுவின் தலைவர் ஓய்வு பெற்ற உச்சநீதிமன்ற நீதிபதி. திரு. அசோக்குமார் மாத்தூர் மற்றும் உறுப்பினர்கள் திரு. விவேக்ராய், டாக்டர் ரத்தின் ராய், திருமதி. மீனா அகர்வால் (செயலர்) உடன் சம்மேளனத் தலைவர் தோழர். S.N. பாதக், பொதுச்செயலாளர் ஸ்ரீ.குமார், இணைப்பொதுச் செயலாளர். குஹா தாகூர்தா மற்றும் சம்மேளன நிர்வாகிகள் தோழர். ராஜேந்திர ஜா, தோழர்.கே. பாலகிருஷ்ணன், தோழர். R.S. ரெட்டி ஆகியோர் சந்தித்தனர்.

    இச்சந்திப்பின் போது பாதுகாப்பு அமைச்சக பிரிவின் பல்வேறு செயல்பாடுகள், பாதுகாப்பு சிவிலியன் தொழிலாளர்கள் பணிநிலை சம்மந்தமாகவும் விளக்கப்பட்டது.

(i). 6-வது ஊதியக்குழு அமுலாக்கத்தில் PB-1 மற்றும் PB-2 வில் உள்ள குறைபாடுகள் (Disparity) குறித்தும், இதனால் பெரும்பான்மையான PB-1 மற்றும் PB-2 - வில் உள்ள பாதுகாப்பு சிவிலியன் தொழிலாளர்களுக்கு ஏற்பட்டுள்ள பாதிப்புகளை களைய சம்மேளனம் கோரியுள்ளது. இது குறித்து ஆய்வு செய்வதாக ஊதியக்குழு உறுதி கூறியுள்ளது.

(ii). நடைமுறையில் உள்ள MACP குறைபாடுகள் குறித்தும், பல்வேறு நிலைகளில் குறிப்பிட்ட கால பதவி உயர்வு இல்லாமை குறித்தும் விவாதிக்கப்பட்டது. விரிவான தகவல்களை Memorandum வாயிலாக அளிக்க ஊதியக்குழு கோரியுள்ளது.

(iii).    Service Condition உள்ளிட்ட நீதிமன்ற வழக்குகளில் தொழிலாளர்களுக்கு சாதகமாக உச்சநீதிமன்றம் வரை பல்வேறு தீர்ப்புகள் வழங்கப்பட்டுள்ள சூழ்நிலையில், நீதிமன்ற தீர்ப்புகளை அமுல்படுத்தாமலும், வழக்கு தொடர்ந்தவர்களுக்கு மட்டுமே பொருந்தும் என்றும் அரசின் முடிவுகள் குறித்து விரிவாக எடுத்துரைக்கப்பட்டது. குறிப்பிட்ட நீதிமன்ற தீர்ப்புகளை சுட்டிகாட்டி எழுத்துபூர்வ விளக்கத்தை Memorandum வாயிலாக அளிக்குமாறு ஊதியக்குழு கோரியுள்ளது.

(iv). 1.1.2004 முதல் பணிக்கு சேர்ந்த மத்திய அரசு ஊழியர்களுக்கு புதிய பென்சன் திட்டத்தை ரத்து செய்து அனைவருக்கும் பொதுவான பழைய பென்சன் திட்டத்தை தொடர ஊதியக்குழு அரசுக்கு பரிந்துரைக்க வேண்டும் என சம்மேளனம் கூறியுள்ளது.

(எ). 50 % அகவிலைப்படியை அடிப்படைச் சம்பளத்துடன் இனைக்கவும் மற்றும் இடைக்கால நிவாரணம் வழங்கவும் சம்மேளனம் கோரியுள்ளது. விரிவான விவாதத்திற்கு பின்னர் மத்திய அரசு ஊழியர்களுக்கு பொதுவான Common Memorandum National Council JCM சார்பாக 30.06.2014 க்கு முன்னரும், பாதுகாப்பு சிவிலியன் தொழிலாளர் சம்மந்தப்பட்ட Memorandum சம்மேளனத்தின் சார்பாக 31.07.2014 க்கு முன்னரும் சமர்ப்பிக்க ஊதியக்குழு அறிவுறுத்தி உள்ளது.

   

    சம்மேளனத்தின் செயலகக் கூட்டம் ஜீலை 18,19 தேதிகளில் Central Office, Pune வில் நடைபெறும். அதை தொடர்ந்து ஜுலை 20, 21 தேதிகளில் நடைபெறும் சம்மேளனத்தின் நிர்வாகக்குழு கூட்டத்தில் 7 வது ஊதியக்குழுவிற்கு சமர்ப்பிக்கப்பட உள்ள Memorandum இறுதி செய்யும் பணி நடைபெறும்.

    இதில் AIDEF உடன் இணைக்கப்பட்டுள்ள சங்கங்கள் தங்களின் ஊதியக்குழு தொடர்பான ஆலோசனைகளை வழங்க சம்மேளனம் கோரியுள்ளது.

PROTEST PROGRAMME BY AIDEF UNIONS ON 9TH AND 10TH OF JUNE 2014 AGAINST FDI IN DEFENCE

THE FOLLOWING PROGRAMMES HAS BEEN DECIDED BY AIDEF TO IMMEDIATELY PROTEST AGAINST THE MOVE OF THE GOVT. TO ALLOW 100% FDI IN DEFENCE.

1)     Protest demonstration/Gate Meeting on 9th of June 2014 in front of the Defence Establishments and by submitting a memorandum to the Defence Secretary through the Head of the Establishment.

2)     All the Defence Employees will wear black badge on 10th of June 2014 protesting against the 100% FDI in Defence and also for demanding for withdrawal of the same.

MAJOR POLICY MOVE OF THE NDA GOVERNMENT 

AIDEF UNIONS TO PROTEST AGAINST FDI IN DEFENCE ON 9TH AND 10TH OF JUNE 2014

          

         With in two days of assuming the charge of Govt. of India, the BJP led NDA Govt. has begun work on allowing upto 100% FDI in Defence Production. It is understood that the Commerce & Industry Minister has suggested a ceiling of 49% FDI for companies that do not transfer technology, while in ventures where the foreign partner is willing to transfer the know how (technology), the Govt., intends to allow upto 74% FDI and there will be 100% FDI for companies engaged in manufacturing the state of art equipment or those undertaking modernization projects. It is pertinent to mention here that in its election manifesto, BJP has announced allowing FDI in Defence Industries.

       
        The AIDEF was opposing any move to allow FDI in Defence, since opening the Defence Industry to foreign companies will put the country's Security at a great risk and this will convert the existing Defence Industries such as Ordnance Factories, DRDO Labs, EME Workshops, Naval Dockyard etc., in deep trouble and their survival will be in stake. Once foreign Defence equipment manufacturers establish their Industrial complex for Defence Production, then they will follow all unethical means to grab the order from MoD/Armd forces and the Govt. Defence industry will not be able to compete with them resulting in no work order/indent for the Ordnance Factories, DRDO Labs, EME Workshops, Naval Dockyard, Defence PSUs etc., ultimately these Industries will be become sick endangering the National Security and the existence of Indigenously developed Defence Industry established with the aim of achieving self reliance in Defence. 

         Therefore the Defence Civilian Employees have to oppose any move of the govt. to allow FDI in Defence Civilian Employees have to oppose any move of the govt.to allow FDI in Defence thereby privitising the Defence Production, Research and other related activities.
