Ministry of Health & Family Welfare issued instructions to clarifying that all CGHS Card Holders can avail treatment in any empanelment Hospitals irrespective of city/WC, where the CGHS Card is registered.
Ministry of Health & Family welfare vide its OM dated 18/01/2022 have issued instruction/clarification to all the CMOs In-Charge and other Medical Officers of all CGHS Wellness Centres throughout the country that empanelled Hospitals shall provide treatment on credit basis to CGHS beneficiaries on referral or in Medical emergency to all CGHS Pensionary beneficiaries irrespective of the City/Wellness Centre, where the CGHS Card is registered and the credit bill shall be sent to the CGHS of the City, where the treatment is taken. Department of Pension issues guidelines with regard to the guardianship of children with disability/ disorder of mind for payment of Family Pension
Department of Pension vide it's OM dated 19/1/2022 have issued guidelines to the banks on the above subject. According to this the Banks are instructed not to insist for Guardianship Certificate from Court of law for payment family pension to the mentally retarded child of a Pensioner / Family Pensioner. After the intervention of AIDEF the Directorate of Ordnance (C&S) have issued amendment to their letter dated 03/01/2022 restricting the medicine purchase to not more than Rs.5000 per day.
DOO(C&S) vide their Letter 03/01/2022 have issued instructions to all the Medical Officer In-charge to restrict procurement of Medicines on day to day basis to Rs.5000 only. This ceiling limit has subjected the patients to unnecessary trouble, since they were not getting the required essential medicines. Immediately AIDEF vide Letter dated 18/01/2022 has protested and represented to the Director General Ordnance to immediately withdraw this artificial ceiling limit. Directorate of Ordnance (C&S) have issued instructions for processing the applications of employees seeking their inter DPSU / DOO / DFU transfer.
The Directorate of Ordnance (C&S) vide letter dated 17-01-2022 have now issued instructions to all the 7 CMD's and General Managers to process the Transfer application of the employees. In this regard an IT application has been developed which is deployed on COMNET of DOO (C&5). According to this all category of employees can submit application requesting for inter DPSU/DOO/DFU transfer which will be subsequently approved and orders will be issued by the Office of DOO (C&S). As regards intra DPSU's (I.e,. factories within the same corporation) transfer is to be processed and concluded at the level of CMD itself. A copy of the DOO (C&S) letter dated 17-01-2022
Department of Expenditure issued modified instructions on the subject of Booking of Air Tickets on Government account.
The Dept. of Expenditure vide its OM dated 31/12/2021 have issued instructions that in all case of air Travel where the Government of India bears the cost of air passage, air tickets shall be purchased from the three authorised Travel Agents and that the Travel Agent should provide the Government employees the best available fare on the date of booking on any airlines, since Air India itself is privatized. The power for sanctioning air ticket purchased from unauthorized agents is now vested with the Head of the Department, not below the rank of Joint Secretary in subordinate/attached offices. PCDA (Pension), Allahabad issued Circular to all the HODs under MoD for timely processing and submission of all types of Pension Claims to PCDA pension
AIDEF is repeatedly persuading the MoD/PCDA (Pension) to ensure timely processing of Pension claims and ensure issuance of PPO and retirement entitlements to the retiring Civilian Employees, since after introduction of SPARSH system the employees are facing difficulties in getting pension and other terminal benefits immediately after retirement. At present the Office of PCDA (Pension) vide circular dt.04/02/2022 have issued instructions to all the HOSS under MoD to ensure timely processing of pension,/ other terminal benefits and issue of PPOS to Defence Civilian employees. Department of Expenditure issued modified instructions regarding Air travel on Government account
Department of Expenditure issued modified instructions on Air Travel by Government employees. According to modified instruction Air Travel on Government Account both domestic (including LTC) & International travel can be made by private airlines. Directorate of Ordnance (C&S) issued instruction on functioning of JCM-IV Level Council Meeting at Field Unit
At present CCO(C&S) have issued. instructions I this regard to the Senior DDG's / DDG's of the Field Unit.
MOD issued clarification on functioning of JCM III Level and IV Level Council in the Ordnance Factories
MOD vide its letter dated 07/03/2022 have issued the clarification given by DOPT on the subject of functioning of JCM III Level and IV Level council in the Ordnance Factories.
OFB informs AIDEF that all the Ordnance Factories have been directed to issue NOC to IES in connection with Inter Departmental Transfer / Deputation etc.
In reply to our representation to Secretary (DP) on the subject of transfer of employees of Ordnance Factories, to other Departments/Ministries, the Office of Directorate of Ordnance (C&S) vide their letter dated 17/03/2022 have informed our Federation that instructions have already been issued to all the Ordnance Factories and Field Units to issue NOC to Industrial Employees in connection withI nter Departmental/Ministries transfer,

Department of Pension & Pensioners Welfare issued guidelines about the procedure for implementation of change of option by a Pensioners/Family Pensioners from FMA to CGHS (OPD) facility and Vice-versa dated 23.03.2022.
